Killing Monsters: They can drop as random loot from slain monsters, Chaos Orb drop rate isn't particularly high. Farming areas with higher monster density or engaging in high-level content can slightly increase your chances.

Vendor Recipes: Certain vendor recipes can reward Chaos Orbs. For instance, selling a full set of identified rare items to a vendor (2x rings, 1x amulet, 1x belt, 1x pair of gloves, 1x pair of boots, 1x body armor, 1x helmet, and 2x weapons) can yield Chaos Orbs as a reward.

Modifying Maps: They can be used to reroll the modifiers of a map in the Map Device. This alters the properties of the map, potentially making it more challenging or increasing the quantity and rarity of items found within.

Item Crafting: Chaos Orbs reroll the modifiers (affixes) of rare items. When used on a rare item, it rerolls its modifiers, potentially giving it entirely new stats. This can be a way to try and obtain better or different affixes on your gear.

If you want to actively trade in PoE, you need a high stock of Chaos orb, since you most players ask Chaos for their items. It is also used for Map rerolling very often.
